THE ROLES PLAYED BY GOVERNMENT, UNIVERSITY, COMPANY AND SCIENTIFIC AND TECHNOLOGICAL INSTITUTION: AN ANALYSIS OF MUNICIPALITIES OF SAO PAULO, MINAS GERAIS AND RIO DE JANEIRO IN THE LIGHT OF TYPOLOGY OF INDUSTRIAL DISTRICTS OF ANN MARKUSEN
This article takes as its theme the analysis performed by the actors of government, university, business and technological research institution in municipalities located in São Paulo, Minas Gerais and Rio de Janeiro territory roles. In the study on screen, envision the following research problems: How willing are the actors in the cities analyzed? Demographic and socioeconomic characteristics of those counties favor the development of innovation environments? What are the contributions made by stakeholders to develop innovative environments analyzed municipalities? Could be classified as industrial districts in which are located the units of analysis of the research? Regarding methodology, this research can be classified as qualitative and quantitative, exploratory, bibliographical, documentary, field research and case studies. It is observed that government, university and company assume different provisions in each of the municipalities in the study. Additionally, the characteristics relating to the Gini and human development; the ranking of jobs; and the representativeness of scientific and technological institutions located in each of the municipalities or not contribute to the shaping of environments for innovation and technological centers in those locations. A common feature of the four municipalities is the ability to identify certain attributes of industrial districts categorized by Ann Markusen. This study has limitations related to the fact the search result to be attached exclusively to the four cases studied, being impossible to generalize.
