THE NORTHERN REGION AND THE FOSTERING RESEARCH, DEVELOPMENT AND INNOVATION (RD&I) POLICIES: ANALYSIS OF LEI DO BEM
Abstract
The objective of this work is to present results related to fostering research, development and
innovation (RD&I) policies in Northern Brazil, more specifically, the Lei do Bem. This research is
characterized as descriptive quantitative and documentary. The universe was composed of all
enterprises that used tax incentives of the Lei do Bem in Brazil. The delimitation of the universe
encompassed the enterprises that have benefited from these incentives in the Northern Region between 2006 and 2011. The results and considerations indicate a significant increase in the number of
enterprises using tax incentives to fostering the RD&I in Brazil and in the Northern Region and the
need to rethink, among other things, the model of the Industrial Pole of Manaus (PIM) and the need of
firms to conduct such activities in the region. The relevance of the research is to explain a methodology
which enables the characterization of investments in a given region and comparison between regions
with respect to the Good Law.
