SCIENCE AND TECHNOLOGY INDICATORS IN THE AGRICULTURAL SIENCE SECTOR IN BRAZIL: PUBLIC INVESTMENT AND SCIENTIFIC AND TECHNICAL PRODUCTIVITY
Abstract
The present article tries to show how the efforts of the government are reverted in scientific and technical productivity in the agricultural sciences sector in the country through the analysis of different indicators of science and technology, input and outputs indicators. Public expenditure, master and doctoral training, scientific production and technical production by the recovery of patents in the Global Patent Index (GPI) base for the period 2000 to 2013 and compared with the Product Gross Domestic Product (GDP). The results pointed out that the allocation of government resources in R & D are mostly reverted to academic training, where the agricultural sciences have an average participation of 10.7% in relation to the other areas. A positive correlation was found between R & D expenditures and the training of masters and PhDs in agrarian sciences, showing a feedback system for academic training. The production of articles in the area of biological and agrarian sciences showed an increase of 80% in the period from 2000 to 2012, which is in line with public spending on R & D and human resources, accompanied by the growth of the GDP. Technical productivity measured by number of patents showed a very weak relation compared to the production of articles, which indicates the lack of culture in intellectual protection by patents for this sector. It can be concluded that many of the efforts of science and technology are being converted in the academic area and little in agricultural innovation.
