CREATING A TOOL FOR VERIFICATION OF LOCAL PRODUCTIVE ARRANGEMENT’S CONCEPT: APPLICATION AT PARAÍBA’S APL FOOTWEAR INDUSTRY
Abstract
There are nuances in local productive arrangements (APLs) concept that are not always perceived and understood in practical applications. In this work the aim was to present and explain the existing nuances and see if the use of the term APL adopted by Sebrae in their projects is congruent with academic literature. As a method, it’s a case study since there’s only one registered APL project active in the institution in May 2015, according to the Sigeor (Information System of Strategic Management Oriented to Results) of Sebrae/PB. The local productive arrangement analyzed was Paraíba’s footwear industry and the analysis was based in APLs crucial constituents elements. It was concluded that the arrangement does not have all the necessary elements of a local productive arrangement. Sebrae needs to review the term APL used not only to correct a conceptual difference from the literature, but also to optimize existing processes within the organization.
