COMPARATIVE OF THE DEVELOPMENT DEVOTED TO SCIENCE, TECHNOLOGY AND INNOVATION IN BRAZIL IN 2016, BY TWO AGENCIES, THE PROPORTIONALITY BETWEEN TRADITIONAL AND SOCIAL TECHNOLOGIES
Social exclusion, inequality and the economic crisis are among the problems to be solved in Brazil. Issues that affect millions of Brazilians and generate a chain effect due to lack of work and income. The violation of fundamental rights and reduction of tax collection by the State once this portion of the population will perform informal activities to survive. The development of Science, Technology and Innovation is constantly associated with conventional technologies (engineering, exact sciences, medical sciences and pharmaceuticals, information technology). The hypothesis that motivated the present study is the disparity of state promotion and investment even in the areas related to Social Tenology. The importance of Social Tenology is the involvement of the community and the construction of specific local solutions respecting the socio-economic characteristics of the region and the people who are there. Conventional technologies, however publicly stated that their results should be shared with the community, are by nature mutually exclusive, leading to unemployment, exclusion and rural exodus, affecting vulnerable people and communities. Through bibliographic and documentary research in primary and secondary sources, the main concepts for the construction of a theoretical reference were treated. In a second moment a case study looked for edicts looking for to relate the fomentation between TS and conventional technologies. As a result it has been observed that there is neglect of the State in relation to socially based technologies.
