Brazilian Public Policies to Promote the Photovoltaic Energy Sector with a Focus on Technological Innovation in the State of Bahia
Abstract
Brazil is a country with high solar irradiation rates and some regions of the country have even
more favorable geographical characteristics for the production of this type of energy, representing
3% of the total eletric matrix. Thus, this research aims to map which are the main national and
state public policies related to the clean and renewable energy sector that encompass the
photovoltaic solar energy segment in order to draw a parallel with science, technology and
innovation policies, and how they favor the sector's innovation in the State of Bahia. The qualitative
approach, with an exploratory character, was used to analyze and map public policies, through
bibliographic and documentary research using the Web of Science, Scielo and Scopus bases in the
period between 2000 and 2020. As a result, a model of analysis of the public policies separating
them into technical and financial mechanisms, through these instruments an overview of the
photovoltaic sector in Bahia was presented.
