AN ANALYSIS OF THE TECHNOLOGY TRANSFER PROCESS: THE UEG ARAUCARIA CASE
Abstract
Thermoelectric power plants represent an alternative to the electricity supply in Brazil. Differ from hydroelectric power plants for its complexity and the need for use an distributed control system (DCS) for its operation. This study aims to analyze a case of acquiring a new DCS, resulting in the technology transfer from an international supplier. The case covers the participation of four organizations, focusing on the role of a research institute in the intermediation of the technology transfer process. It is observed that, from a technical point of view, necessary changes occured for the operation of the new DCS, as well as the documentary record of the entire process. Among the barriers to the project, it can be mentioned the complexity of the multicultural environment, the negotiations, adequacy needs to Brazilian law, materials logistics and the need to reconcile the technical operations with the demands of power generation. Finally, despite the efforts to manage the knowledge generated, technological dependence on foreign companies regarding the management of the technological is still evident.
